+ Senior Engineer

POSITION DESCRIPTION SUMMARY: This position will provide engineering and technical support to the Missile Defense Agency (MDA) Test directorate. This group will work with the test and evaluation team to monitor preparation of aircraft for laser testing. In addition, this position will support safety reviews, software change requests, test planning and execution activities and be available for some travel. This position requires a current Secret level DoD clearance.

REQUIRED SKILLS:

+ Contracts Specialist

POSITION DESCRIPTION SUMMARY: An experienced individual who will be responsible for the administration of contracts, subcontracts, and task orders from proposal to close-out.

REQUIRED SKILLS:

  • Experience administering Federal Government and GSA contracts.
  • Working knowledge of, and experience with FAR. DFAR and other Government regulations.
  • Eight or more years experience administering all types of contracts with DoD/Government agencies.
  • Subcontract experience to include development, negotiation, administration, and closeout of subcontract agreements.

Description: Provide management and influential leadership required to support the instruction of students in Special Tactics Training Squadron (STTS) programs. Provide advanced training to Air Force Special Operations Forces (AFSOF).

Requirements/Qualifications: When directed, contractor shall provide instruction for Radio Communications, Small Unit Tactics, Surveillance and Reconnaissance, Close Quarters Battle (CQB), Land Navigation, Tactical Vehicle Training, Convoy Operations Training, and Full Mission Profile Events. Perform dive supervisor duties for student proficiency, safety, and upgrade training. Handle munitions and small arms when instructing students. Demonstrate weapons fire on light and heavy weapons systems.
Perform demolitions supervisor duties for student proficiency, safety, and upgrade training. Perform rope-master duties during mock tower and actual aircraft training for safe student training. Perform jumpmaster pre-flight and in-flight duties for safe student training operations and perform drop zone, landing zone, and helicopter landing zone surveys. When directed, perform small boat duties and open-water swimming in support of amphibious operations.

Minimum Qualifications: Military background in Special Operations Forces (SOF) and served as a 5-level as CCT, PJ, TACP, SOWT or to have served as an Army Ranger, Army Special Forces, Navy SEAL or Marine Special Operations with a minimum of 5 years of experience. Must effectively convey Special Operations expertise to the students in the academic environment (both during classroom and field conditions).

Preferred Qualifications: Military background in Special Operations Forces (SOF) and served as a 7-level. Desirable: CCT/PJ/SOWT/TACP instructors maintain a Class III Flight Physical to be able conduct flying operations and to control air traffic. Desirable for contractor to have been trained as a combat diver to assist with pre-scuba training.

Description: To make special purpose fabrications and modify, and repair articles that are unique to plan, lay out, construct, and fit because of figure irregularities, uncommon shapes and sizes, unusual designs, or intricately constructed parts, such as rucksacks, deployment bags, canopies, harnesses, and similar items using experimental fabrics. To inspect, repair and pack chest reserve, static line and military free fall parachutes, and related equipment, train personnel, and perform In-Processing Inspections on chest reserve, static line and military free fall parachutes systems.

Requirements/Qualifications: Knowledge of the sequence of procedures and previous certification for packing and conducting In-Process Inspections on a variety of chest reserve, static line and military free fall parachute assemblies. Knowledge of agency, Federal and international requirements for hazardous and non-hazardous materials and items.
Previous experience testing, inspecting, and maintaining CYPRES automatic activation devices and wrist altimeters to ensure correct operation. Ability to use testing devices such as altitude chambers and porosity machines to test and adjust wrist altimeters and canopy durability; and various pull gauges to test resistance on ripcord handles.

Minimum Qualifications: Air Force Senior Parachute Rigger for static line and free fall.

Preferred Qualifications: Military Parachute Rigger with military background in Special Operations Forces support as a Static Line and Freefall parachute rigger.

+ SOTACC Facility Manager/Scheduler

Position title:            Special Operations Terminal Attack Controllers Course (SOTACC) Facility Manager/Scheduler

Description: The primary purpose of this position is to schedule Close Air Support (CAS) on behalf of SOTACC IAW guidance from the course OIC and NCOIC. Scheduling will include scheduling CAS events on YPG for military air and contract air, and managing the range schedule on prospect square impact area with the Yuma Test Center. Secondary purpose of this position is to manage STTS/ OL-B facilities, vehicles and resources on YPG. Position would be responsible for creating an airflow schedule for range operations that includes contract CAS, as well as military aircraft, by contacting flying units and seamlessly integrating them with SOTACC training events.

Requirements/Qualifications: Maintain a Range Safety Officer (RSO) qualification with Yuma Test Center Range Control. Conduct RSO duties for all SOTACC training events on YPG. Knowledge of Close Air Support, range planning, and aircraft operations and general Air Traffic Control capabilities. Knowledge of range and aircraft scheduling. Knowledge and skill of Joint Terminal Attack Controller (JTAC) Initial Qualification Training (IQT). Previous JTAC rating preferred, JTAC-Instructor rating highly preferred.

Minimum Qualifications: Previous Range Safety officer experience with Facility Management experience.  Three years’ experience in facilities management position.

Preferred Qualifications: Previous military service with Special Operations Forces (Army, Air Force, Marine or Navy). Bachelor’s Degree in Civil Engineering or related discipline. Five years’ experience in facilities management position. Able to read and understand complex electrical, mechanical and automation systems.

+ Motor Vehicle Mechanic

Description: Motor Vehicle Mechanic/ Motorized Equipment Specialist: The primary purpose of this position is to provide maintenance, troubleshooting, testing, accountability, and management of various motorized equipment. Additionally, as needed contractor may be required to maintain maritime vehicles and equipment.

Requirements/Qualifications: Perform functional tests, analyze performance and malfunctions, remove, install, test, maintain, modify, perform fault isolation, verify or adjust mechanical assemblies and components. Military or civilian small engine repair/vehicle maintenance background is highly desirable. Knowledge of engine repairs and detailed operating characteristics to include, but not limited to: four-wheel drive and ATV’s as well as motorcycles. Ability to operate ATV and motorcycles, or can be trained to operate. Ability to perform general maintenance, specifically on small gas engines, and diesel engines. In addition, experience with ATV’s using tools and equipment supplied by unit.

Minimum Qualifications: Must have Automotive Service Excellence (ASE) certification with gasoline and diesel-powered motor vehicles. Must be knowledgeable of gasoline and diesel vehicle preventive maintenance programs. Air Conditioning Certification.

Preferred Qualifications: Former military experience managing a Motor Pool. Motorized Equipment Specialist mandatory skills and experience pertaining motorized equipment. Actual work experience managing mechanical equipment and certified on small gasoline/diesel engine repairs and have experience with the full engine rebuild / process. Contractor shall be physically able to operate ATV’s, UTV’s, and off-road motorcycles and low speed vehicles.

+ Software Airworthiness Personnel

APT is seeking a Software Engineer to support the airworthiness process of the Blackhawk rotary wing aircraft.  Candidate will provide independent software airworthiness assessments of the software development lifecycle artifacts.  Candidate must have knowledge of full lifecycle system and software engineering processes; Experience in software development process for safety and mission critical software components.  Candidate must be proactive and a team player. Ability to work multiple tasks as assigned.  Successful candidate must have excellent communication skills.

Required Skills:

  • BS degree in Computer Science, Computer Engineering, or equivalent technical degree.
  • Experience with software development lifecycle process.
  • Obtain and maintain a DOD security clearance.
  • Travel may be required.

Desired Skills: Potential candidate should be familiar with Civil and Military airworthiness qualification requirements (e.g. DO-178, DO-254, MIL-STD-882, SAE ARP 4754, and SAE 4761) Working knowledge of DOORS and Model Based Development tools are desired.

+ Software Test Engineers

The Apache PPSS project has immediate opening for 2 or 3 Software Test Engineers.

  • The candidate will be performing Software Test and Integration tasks for the Apache helicopter Operational Flight Program.
  • Hands on abilities to work on flight aircraft as well as in a laboratory environment. 
  • Excellent written and verbal communication skills are required to synthesize customer contractual needs & requirements into system test solutions that acknowledge technical, schedule and cost constraints. 
  • Develop and execute comprehensive test plans, test procedures and test reports.
  • Provide testability analysis of the requirements and an evaluation for completeness of the test program for all levels of testing. 
  • Generate test scripts in support of system integration and performance testing. 
  • Work with software developers as needed to help diagnose and identify the root cause of problems found during software integration. 

Basic Qualifications:

  • Must have or be able to obtain and maintain a DoD Secret.
  • BS Degree in Electrical / Software Engineering plus 7+ years relevant experience.
  • Must be proficiency in C/C++ programming, Ada is a plus.
  • Must be proficiency in scripting languages (such as Perl, bsh/ksh/csh).
  • Must be comfortable working in Windows and Linux/Unix.
  • Minimum of 3 years of recent experience as Software Test Engineer.
  • Shall have a full understanding of all aspects of aircraft testing to include requirements definition, instrumentation, data processing, test planning, test conduct and test reporting.

+ Software Safety Engineer

Job description: Participate as a team member of Software Safety team for a critical DoD Weapon System program. As a member of the team work alongside other contractors performing software safety and V&V analysis of requirements, design, code, and testing. Principal duties and responsibilities include, but are not limited to, the following:

  • Assist the SED government Lead by providing weekly and periodic status reports and technical reports as requested.
  • Review software requirements, design, and verification analyses, documentation and or models for compliance with software safety qualification standards and requirements.
  • Also review software source code, code generation processes and models, build procedures, etc. for compliance with software safety qualification standards and requirements.
  • Participate in IPTs, software design reviews, code reviews, test plan reviews, test report reviews, and problem report reviews, as requested.

Qualifications, experience or knowledge in the following areas are essential:

  • Software development or V&V analysis experience with safety critical software
  • Ability to express engineering findings orally and in written technical reports
  • Familiarity with software development/lifecycle IEEE 12207, MIL-STD-498, etc.
  • Familiarity with one or more software languages; C, C++, C#, Ada,

Experience or knowledge in the following areas are highly desirable:

  • Familiarity / Experience with performing /evaluating:
    • Government technical reports
    • Functional Hazard Assessments (FHAs) (MIL-STD-882E task 208 or ARP 4761
    • PHL, PHA, System and Subsystem Hazard analyses (882E)
    • System safety risk assessments (SSRA)
    • Safety Assessment Reports (SARs)
    • Safety Change Impact Analyses of changes/deviation/waivers
    • Fault Tree Analyses
    • FMEAs
  • Familiarity with the Open Group Future Airborne Capability Environment (FACE) standard
  • Experience with Model Based Software Development, familiarity with Matlab and Simulink, Rhapsody, DOORS, SCADE, etc.;
  • Familiarity with software development and evaluation tools such as: McCabe, LDRA, Coverity, Klocwork, Polyspace, Understand, etc.;
  • Familiarity with systems engineering development processes;
  • Familiarity with STAMP/STPA;
  • Familiarity with Civil and military airworthiness qualification and Software Safety requirements, such as: DO-178B, JSSSH, DO-278, DO-254, IEC 61508, MIL-STD-882, AMCOM REG 385-17, SAE ARP 4754, and SAE ARP 4761.

Other Critical Skills and Competencies:

+ Program Manager - DC Area

Requirements/Qualifications:
Position requires responsible, motivated professional who will be able to work remotely with APT personnel in HSV. Position will coordinate and manage APT activities in the DC area, and must be able to travel locally regularly (and other travel occasionally). Good writing and presentation skills required.  Engineering or other technical degree preferred.  Background in explosives safety or effects/consequence modeling would be a significant factor. Prior FBI or ATF work experience desired. Candidates need a good work ethic, and able to multitask.  Some travel required.  Position at times requires field work.  Anticipated start date:  May 2017
